Challenge:
Hackney Council sought innovative pathways to reduce rough sleeping and homelessness, but existing interventions were fragmented across unconnected systems (council services, charities, banks, community groups).
Approach:
Using our structured inquiry model, we mapped the full multi-actor ecosystem and identified where structural disconnects were causing preventive failure. This revealed an opportunity to intervene before homelessness occurs—via shared early-warning signals across institutions.
Outcomes:

Challenge:
Identify a scalable way to reduce community-level harm in high-risk environments where current interventions were fragmented and reactive.
Approach:
Using DSS, we mapped the multi-actor ecosystem and deconstructed the drivers of escalation. Systematization revealed a critical upstream leverage point: behavioural decline driven by substance misuse and lack of early support. This led to a low-tech, high-reach preventive concept using USSD micro-education and coordinated local support networks.
Outcomes:
